How to I Install a AVS from Web?? I Tried to install one here, but i couldn´t install !!!!

If you downloaded it from winamp.com, then it probably came with an installer. If so, find where you downloaded it to and run the installer. If you didn't get it from winamp.com and it's not an EXE, then it's probably a ZIP file or an AVS file. If it's a ZIP file, use WinZip or somethings to extract the files to the directory "C:\Program Files\Winamp\plugins\avs\somesubdirectory" (somesubdirectory can be whatever you want). If it's an AVS file (*.avs) just download or move it to that directory.
