probably in the registry. why in the hell do you want to know?
ACtually, they are stored in the AVS dir as preset##.aph. preset00 is F1, preset01 is F2. Not sure what number corresponds to what letter aside from that, though.
They are named from preset00.aph to preset31.aph F1-F12,0-9,Shift+0-Shift+9
